Howard focuses on the full spectrum of global energy and infrastructure development deals, including domestic and international mergers, acquisitions and joint ventures, project, corporate and private equity financings and development matters, and competitive markets and technology applications. Howard concentrates on structuring and negotiating energy, telecommunications and other infrastructure transactions, such as mergers and acquisitions; project loans; capital market debt facilities; acquisition finance arrangements; private equity financings; stranded cost structured financings; risk management, hedging and energy commodity; and capacity trading structures and energy technology development. He has particular experience in renewable energy matters, having negotiated and obtained approval of a power purchase agreement for the first-of-its-kind commercial-scale biomass power plant in the United States as well and developed the power purchase agreement for what was proposed to be the largest solar thermal storage project in the world. In 2009, Howard was lead counsel for a Japanese utility in the largest purchase of LNG capacity in the world from the Gorgon Field in Australia.

Prior to joining Ubequity, Howard was a partner with Troutman Sanders LLP and Baker & McKenzie where his practice also focused on energy law. Previously, he was a senior associate in the Energy Practice Group with Skadden, Arps, Slate, Meagher & Flom LLP.

Howard earned his law degree from Illinois Institute of Technology Chicago-Kent College of Law (J.D., cum laude, 1987), where he also pursued parallel coursework at the university's joint program on energy and environmental law. He is a graduate of Northwestern University (B.A., 1984).
